191 Visa – Permanent Residence (Skilled Regional) visa
The subclass 191 visa is a pathway for existing regional provisional visa holders (subclass 491 or 494) to apply for permanent residency and eventually Australian citizenship if eligible. This visa is set to come into effect in November 2022; therefore, the details for this visa have not been finalised yet. However, the following information has been released by the Department.
Requirements for Subclass 191 visa
In order to apply for this visa, the candidate must satisfy the following requirements:
- have held either 491 or 494 visa for at least 3 years
- have lived in a designated regional area for a minimum of 3 years
- meet the minimum income threshold (currently $53,900) for at least three years as the holder of a regional provisional visa
- all applicants have complied with the conditions of the eligible visa you hold or have held

With this visa, you can:
Length of Stay
As subclass 191 is a permanent visa, visa holders will be able to stay in Australia indefinitely. However, the validity for this visa is 5 years after the date of visa grant. Therefore, if the visa holders want to travel after this date, they must apply for a Resident Return visa.
Visa Application Charge (VAC)
This is one of the details that are still yet to be decided by the Department. What is known for sure is that there will be a base charge for the primary applicant and additional charges for each family member who applies for this visa with the main applicant.
If there is any applicant who is older than 18 years old who does not have functional English, the second instalment charge might be applicable.
